We Removed Universities From IPPIS, Recruitment Waiver To Strengthen Autonomy — Tinubu

President Bola Ahmed Tinubu has said the Federal Government removed universities from the requirement to obtain recruitment waivers and from the Integrated Personnel and Payroll Information System (IPPIS) to strengthen autonomy and make the university system more responsive and competitive.

Tinubu stated this during the maiden convocation ceremony of the Federal University of Health Sciences, Azare (FUHSA), Bauchi State, which held at the weekend.

Represented by the Executive Secretary of Tetfund, Architect Sunny ST Echono, the President said under the new arrangement, the Federal Ministry of Education and Governing Councils of universities will now play their appropriate roles in staff recruitment, rather than seeking waivers from the Office of the Head of the Civil Service of the Federation.

Tinubu said the government has also taken steps to exit universities from IPPIS to develop a payroll system that better accommodates the peculiarities of the university system.

“We are also reforming the way our universities operate. As part of our commitment to greater institutional efficiency and autonomy, the Federal Government has removed universities from the requirement to obtain recruitment waivers,” the President said.

The President said that the objective is to create a university system capable of attracting and retaining talent necessary to advance teaching, research, innovation and national development.

Tinubu noted that his administration remains committed to creating an enabling environment for staff development, welfare and professional growth, while promoting merit, productivity and excellence, noting that lecturers, researchers and administrators are central to the success of the education system.

The President further disclosed that he is committed to ensure that schools and universities remain safe environments for learning, teaching and research across the country.

He emphasized that through the Safe School Initiative and other measures, the federal government is strengthening the security of educational institutions and protecting students, teachers and academic communities.

Tinubu further explained that a secure and conducive learning environment is therefore not merely a security imperative; “it is fundamental to educational excellence, human capital development and the sustainable development of our nation.”

He urged universities to take advantage of the reforms to build a more competitive system.
